29 CFR 1910.269(n)(5): (Grounding for the protection of employees): Testing. The employer shall ensure that, unless a previously installed ground is present, employees test lines and equipment and verify the absence of nominal voltage before employees install any ground on those lines or that equipment. (a) On Dec. 23, 2022, employees were exposed to electric shock while repairing a downed overhead powerline in that the employer did not test the lines and equipment to verify the absence of voltage prior to performing the subsequent step of installing grounds on those lines or equipment.
