29 CFR 1910.217(d)(9)(i): The employer did not establish a die setting procedure for mechanical power press(es) that would ensure compliance with 29 CFR 1910.217(c): A.) Tonnard Manufacturing Corporation - On or about 10/1/20, and at times prior thereto, the die setting procedures for the presses, including, but not limited to, the 24 ton Niagara punch press (Model #A3; #28) did not include a specific step to require the employee to close/install the guard prior to testing the set up piece. Additionally, the die setting procedures did not have any safety notes or cautions to prevent hazards including but not limited to amputation hazards and projectile hazards. These safety notes and cautions were not documented in the die setting procedure to protect personnel in accordance with the guarding requirements noted in the 29 CFR 1910.217(c). ABATEMENT CERTIFICATION AND DOCUMENTATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation. This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement. IN ADDITION, abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic, or video evidence or abatement or other written records.
