29 CFR 1910.119(n): The employer did not implement an emergency plan for the entire plant in accordance with the provisions of 29 CFR 1910.38. Employer did not implement and follow the facility emergency action and emergency response plans regarding ammonia evacuation levels and determining wind direction to prevent exposure, during an employee evacuation from an external ammonia leak. On or about May 24, 2012, multiple ham line/converting employees suffered ammonia exposure injuries from wind driven ammonia gas leaking from the facility roof area, while evacuating their work area.
