Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: Employees at Dyno Nobel, Inc were exposed to thermal burns while unloading tankers of heated (240 degree F) ammonium nitrate (NAL) through transfer hose systems that were not appropriate for the application. a. On or about November 5, 2001, employees used Dana/Boston Royalflex #1196 hose and Fast-Lok 3, stainless steel band clamps to transfer the heated NAL solution and the hose system was not appropriate for the temperature of the application. b. On or about December 5, 2001, employees used Dayco/Parker 7263 Steam Hose and Dixon DL-32, two bolt clamps to transfer the heated NAL solution and the hose system was not adequate for the transfer of NAL. Among other methods, a feasible and acceptable means of abatement to correct these hazards is: 1. Implement the use of a transfer hose and clamping system that is appropriate for the transfer of the heated NAL; or, 2. Reduce the temperature of the heated NAL to a level within the acceptable temperature range of the transfer hose system.
