29 CFR 1910.147(c)(4)(ii)(C): The energy control procedure did not clearly and specifically outline the steps for placement, removal and transfer of lockout devices or tagout devices and the responsibility for them: On or about July 6, 2020, and at times prior thereto, employees engaged in performing service and maintenance on hydraulic booms on a CASE 721 G front end loader at the cattle feed lot were exposed to struck by hazards.
